Candidate, Party and Third Party Preliminary Election Expenses and Reimbursement Limits
The calculation of both the candidates’ election expenses limit and the maximum reimbursement of candidate election expenses are based on the number of electors on the list of electors. These limits may be adjusted upwards if the final list of electors that is updated after election day includes a larger number of electors. The limits are based on the Elections Act and are adjusted in accordance with the Consumer Price Index (CPI).
There were 15,531 electors on the Halifax Needham preliminary list of electors. In the final list of electors the total number of electors are 15,372, resulting in no change to the candidate maximums.
The election expense limits calculated for registered parties and the third parties are based on the Elections Act and are adjusted in accordance with the CPI.
Candidates are entitled to receive 75% of their reimbursement of election expenses (up to the reimbursement limit) as soon as possible after the delivery of the report of election expenses once the Chief Electoral Officer is satisfied that the election expenses have been incurred. The remainder of the reimbursement is provided after the CEO has determined the report is accurate and in accordance with the Act.

Candidate and Party Election Expense Reports
Election expense reports must be filed by each candidate and each candidate who ran in the Halifax Needham by-election. Candidate election expense reports must be recieved at Elections Nova Scotia by 4:30 pm on November 28, 2016 (Elections Act s. 229(1)). An extension of up to 30 days may be granted to a candidate if the Chief Electoral Officer approves a written request submitted on Form 2-1 (Elections Act s. 229(2)) before the expense report deadline.
Registered party election expenses must be received by 4:30 pm on Monday, January 9, 2017 (Elections Act s. 223(1)).
